Tech declines surge as NYSE partial outage stalls trading
An earnings warning from Juniper Networks triggered heavy stock declines on Friday. After a morning halt caused by a failed software install, the NYSE resumed trading around 11:35 a.m. ET with about 10 percent of issues still locked. The Dow fell 134.31 to 10,956.43 as Nasdaq and S&P also retreated. Juniper tumbled to 38.58, down 7.94, amid forecast cuts and layoffs. Intel slipped to 30.56 while JPMorgan Chase shed 1.66 to 43.97.

Comair and the Air Line Pilots Association plan to return to negotiations after a 3 1/2 hour meeting with Transportation Secretary Norman Mineta. Mediators will join talks Tuesday with a 72 hour target to reach a settlement on the two month old shutdown of the second largest U S regional carrier.
