A proposed amendment to change West Virginia's constitutional provisions on apportioning legislative seats was approved by the state Senate by a 28 to 4 vote on Wednesday. If the House approves by two thirds, the measure will go to the November ballot for voters.
The Senate pushes ratification of an amendment to loosen seat reallocation barriers amid House opposition. Senate approval was the main business on day one of a reconvened special session after a late-April adjournment. Education funding queries also dominated finance committee hearings, with requests for public kindergarten expansion and university salary raises.
Senator George McGovern said he can win on the first ballot as he pursues more delegates and party unity after sweeping four primaries. Senator Hubert Humphrey indicated he might consider Governor George Wallace as a vice presidential running mate under certain circumstances.

Dr Robert S Gatherum Jr longtime Bluefield surgeon and civic leader died Tuesday at Bluefield Sanitarium at age 56 after a two week illness from a heart attack. He served on the Sanitarium medical staff since 1946 and was a key physician for Beaver High School and Camp Joy Salvation Army children. He was born in Athens son of Robert and Nancy Gatherum and survived by widow Helena Bradley Gatherum and three children Margaret, Robert II and James. He attended Concord College and Medical College of Virginia, trained at St Marys Huntington and Bluefield Sanitarium, served as U S Air Force Medical Corps captain during World War II, and held roles in Golden Age Club Mercer Cancer Society YMCA Bluefield Baseball Kiwanis and United Fund. He was active in church duties.
A six hour public hearing in Man High School heard 15 witnesses in the Buffalo Creek flood probe. Kenneth Osborn said a 60 foot pipe was installed before the dam broke, releasing about 150 million gallons and killing 118. Witnesses described conversations with Buffalo Mining vice president Steve Dasovich who denied danger. Dasovich to testify in Charleston as hearings move there.
Near 1 200 West Virginia coal miners were idled Wednesday as a spreading wildcat strike closed at least 14 mines in Logan County. Picketers targeted Powellton Coal Co. and Amherst, Island Creek and Buffalo Creek Hollow/BMC mines, with about 371 workers off the job at Powellton and 800 idled in Buffalo Creek hollow. Workers say pay disputes over time off as the motive.
