Unemployment seen as key to child support hurdles in coalfields
In Four Seasons Country, high unemployment links to custody battles and unpaid child support. DCSE district manager Pat DuBose notes most non custodial parents would pay if able, with 21 000 caseload across 11 counties plus Bristol and Norton. DSS informs DCSE when welfare benefits are sought for a child. In Tazewell and Buchanan counties, ADC figures show hundreds of families and thousands of children affected, many headed by females. The DCSE uses administrative remedies, including wage withholding, and aims to ease court load though court orders are enforced when needed.
