China expanding diplomatic pull as Africa draws in officials
U S officials report growing mainland Chinese diplomats and technicians in Africa while stressing they no longer pursue overt revolutionary aims. African nations and former colonial powers show mixed concern, with Tanzania and Zambia receiving major Chinese aid including a $403 million railroad loan. Officials note Beijing’s shift to legitimate government links and UN support, while still backing guerrilla training against Portugal era territories.
