Underwood Attacks Appointment Deadline As Reason For Financial Muddle
West Virginia Governor Underwood blasted a deadline for appointing officials as a cause of the financial muddle in the state mental institutions. He cited lack of a Department of Mental Health director and no authorized expenditures for the six state facilities. He noted ongoing staffing delays, a “cotasle” of prospects, and the July 1 budget shift as complicating factors. The governor recalled recent appointments and said the out-of-state hiring issue could not be court-tested, as many precedents exist but scrutiny remains.
