State Spending Controls Urged by West Virginia Panel
Charleston June 5 A legislative committee led by director Hugh N Mills urged stronger state spending controls through a more powerful budget director and general budget estimates rather than an itemized budget bill. State budget reform plan aims at centralized oversight
The report urges a restructured budget office with reduced control by the executive department, enhanced access to information for legislative counsel, and better guidance on department needs. It would move personnel policy duties away from the current budget director and push to end spending excess collections, which totaled $922,978 across 30 units in 1947. It also calls to end a practice requiring portions of institutional appropriations to come from collections.
