Black defendants facing white victims were more often sentenced to maximum terms, while blacks with black victims saw far fewer trials and convictions. Local officials cite lack of legal aid and systemic issues as factors.

Transmission lines eyed to boost economy study says
A Virginia Center for Coal and Energy Research study for the Coalfield Economic Development Authority finds building transmission lines from southwest Virginia coalfields to metropolitan areas would boost the economy. It estimates 44 jobs per 100 megawatts and 1,575 megawatts could raise demand for 2.4 million tons of coal annually. The plan involves cogeneration facilities selling power to Virginia Power and wheeling electricity via Appalachian Power Company lines, with a 212 mile new transmission project planned for West Virginia and Virginia. The project could cost up to $450 million and be finished in the late 1990s pending regulatory approval.
