Tazewell miner gets two years probation for safety breach
Jeffrey Phillips, 36, of Raven, pleaded guilty to willfully violating federal coal mine safety standards after a May 15 1997 roof fall at Sotus No 1 Mine in Cedar Bluff killed coworker Thomas Layne Kinder. He received six months home confinement, two years probation, and a $2000 fine. Phillips aided in the investigation and agreed to testify at related trials involving Solus Coal executives and the company. A separate indictment names Solus Coal Roger D. Brown Buster J. Lamie Jr. and others. a federal trial is set for June 9 in Abingdon. A mine inspector Henry E. Stevens was also indicted for falsifying MSHA forms related to the incident.
