Washington officials report President Wilson will act with deliberation and firmness after reviewing Germanys reply to Lusitania protests. The aim is to uphold neutral rights on the high seas while seeking a satisfactory settlement, with officials fearing a possible severance of ties if disputes remain unresolved.
The United States public opinion was split on Wilson's stance as officials noted American editorials largely aligned with the official view rejecting the German proposal. Count Von Hernstorff visited from his summer residence and declined comment while German circles suggested the reply may ease further friendly discussion.
London reports the German reply to the American note dominates debate in the press with phrases like amazing offer impudent claims and hypocritical replies. public interest focuses on England's war loan subscriptions as the chancellor of the exchequer notes strong demand and hopes for 600 to 700 million pounds, possibly a billion, with plans to stop small post office sales if targets are met.

Washington reports General Pablo Gonzales has occupied Mexico City according to Carranza officials. Details are sparse. earlier, Carranza forces were said to be in outer districts. A Carranza adviser in Vera Cruz telegraphed a food relief plan involving 300 carloads to be brought into the city once occupation is confirmed.

At Pounding Mill Virginia Bob Pruitt aged twenty one shot and killed George Palmer sixty five after a quarrel near the station. A posse pursued Pruitt who resisted arrest and attempted to shoot Officer Grover Chamblain. the slayer was wounded and hospitalized in Richlands likely not to recover.
Montgomery July 10 Francis G Caffey solicitor of the department of agriculture urged strengthening the cotton futures law to require interstate cotton to be graded by federal standards He said the law would be reinforced if mandatory grading became widespread Congress should act to unify standards and curb evasion He noted only 702 disputes over six months involving about 45010 bales mainly from one exchange and blamed its rules for the disputes He warned that if evils persist futures dealing might move off exchanges to survive.
In debate the senator noted the supreme court has repeatedly refused to look beyond the face of legislation to uphold an attack on a federal statute citing informalities in its passage. He urged that judicial review should not circumvent congressionally enacted law.
Unexploded bombs were found aboard the steamship Kirkoswald at Marseilles after discharging cargo from New York on her last voyage. Officers say the bombs were hidden in sugar bags, with the sugar reportedly taken aboard the Fabre line in Brooklyn.

About fifty men are under arrest across middle Alabama as a large security sweep tightens around Greenville. A thirty mile circle surrounds the area as more than 150 search the Big Swamp region for the bandits. Officials provide no fund or amount seized and postal inspectors decline comment.
Daniel Leroy Dresser, president of the Trust Company of the Republic which closed in 1908, commits suicide at a fraternity house on River Side Drive in New York. He came from a noted family, with a grandfather once a leading New York merchant and siblings connected to prominent figures such as Mrs. George Vanderbilt and Mrs. John Nicholas Brown.
Richmond Virginia July 10 Ernest b Flippen twenty three year old man succumbed to burns suffered when his motorcycle exploded Thursday night. He died at Virginia Hospital from his injuries.
German submarines continue sinking merchant ships while Rome prepares for Zeppelin raids on Italy. British finance minister hails a new war mood renewed optimism in London as Russian and Allied forces report gains near Lublin and along the Galicia front. Serbian assembly approves a $50 million credit for continued operations as Austro Hungarian forces mass and Italian reports claim victory on the Corso plateau with thousands of prisoners.
American Consul Silliman, writing from Vera Cruz, says Mexico City is fully occupied by Carranza troops and that General Gonzales set headquarters at Guadeloupe. Obregon reports a rear attack on his northern forces.
