In Richmond the 2006 General Assembly enacted new state laws taking effect Saturday. The measures increase penalties for dangerous dogs and target adults who serve alcohol to underage guests, amid a budget impasse that nearly pushed Virginia to a constitutional crisis.
Virginia lawmakers approved hundreds of measures with July 1 effective dates. A high profile bill targets owners of dogs that seriously injure people after 82 year old Dorothy Sullivan was killed by roaming pit bulls in Spotsylvania County. Sullivan's family led petitions and hearings before the law establishing up to five years’ prison and a 2500 dollar fine for felony dog attacks.
Mindy Keesecker, a 36 year old Mercer County resident formerly of Princeton now living in Charleston, was convicted in February of sexual assault of a 15 year old boy. She received a prison term of 3 to 15 years and an identical period of supervised release after sentencing. She asked for mercy.
The Tazewell County Board of Supervisors adopted a lower tax rate of 58 cents per $100 of assessed value on a 3-2 vote, ending months of dispute over the property reassessment. Council members had pushed for 55 or 56 cents, with dissenters saying the compromise still funds school needs outlined by Project VISTA.
