The six month delay on Social Security cost of living increases is extended to Supplemental Security Income and applies to Railroad Retirement Veterans Compensation Veterans Pensions Food Stamps and Child Nutrition programs, delaying adjustments to benefits and aid.
The 1984 budget proposes sweeping changes to the civil service retirement system including an 11 percent employee contribution, a 57 percent rise in worker costs, and penalties for retiring before 65. It aims to cut pension costs from 37 to 22 dollars per 100 in salary, saving about 16.2 billion over five years.
Geneva reports that OPEC's failure to tighten supply does not threaten disbandment yet. Analysts say open-market oil could hold several dollars below official contract prices, pushing prices down and pressuring Britain to cut prices by 2 to 3 dollars per barrel, with Nigeria likely to follow.

Police captured many birds with 50 officers on the scene. Farm leader Yves Auffret said losses topped 1 million dollars in Brittany last year as overproduction and weak exports hit the industry. The federation aims to slaughter 2 to 3 million hens to lift prices, while government balks at paying transport and killing costs.
A 16 year old boy in Beckley West Virginia was charged with three counts of first degree murder in the shooting and beating deaths of his parents Harold Ball and Betty Ball and brother Richard Ball. The slayings occurred at about 430 PM in their Dry Hill suburban home. A handgun and a baseball bat were used though exact causes of death remain undetermined. Bodies to be sent to the state medical examiner in South Charleston.
