The city board, with all members present, debated building a new central fire station on Higginbotham avenue to service growth in the business district. The plan includes a motorized crew plus ten paid men, one hook and ladder truck, one engine, and a hose and chemical wagon, with 3000 feet of hose and extensive equipment.
Two city fire alarms occurred in separate districts. Finance commissioner Kahle may buy five hundred feet of fabric hose for 499 dollars. Chief Postlethwaite ordered J T Oliver to tear down a shanty on south Bland Street. A 295.35 check from ex-sheriff Ellison closes delinquent land sale balance. Washington January 20 A conference between Chairman Lane of the Interstate Commerce Commission and anthracite railroad officials followed by another meeting in New York early next week as the commission probes coal mining sales and transportation costs. The inquiry seeks lower transport rates and tighter regulation of road practices with questions on property values and coal company relations. Railroads admit to limited access to first cost figures.
In Chicago on January 20 a detective was shot through the heart and killed in a flat at 1617 South Wabash Avenue while attempting to arrest Bob Webb, an alleged bandit accomplice of James B. Peery. The assassin escaped as police moved to seize Webb’s female acquaintance. Hart had been warned Webb might be inside and rushed the flat. The woman there was arrested as part of the case.
Washington testimony before the Ways and Means Committee on the Payne Aldrich law agricultural schedule focused on citrus. Democratic Leader Underwood backs free lemons, while others propose a three quarter cent per pound compromise. the citrus industry represents a $200 million Pacific coast investment.

A. J. Stewart, longtime member of the car allotment commission since 1908, resigns effective February 1 to become manager of the Keystone Coal and Coke Company at Keystone. His successor awaits appointment, expected soon. Stewart is well known in the coalfield, with extensive contact among operators.
The West Virginia Agricultural Association opened a four day meeting in Charleston on January 20. President Archibald Moore of Parkersburg and Deane S. Sanderson of the state college of agriculture spoke to delegates. Numerous farm products were on display.
Cheyenne Jan 20 a riot flared in the Wyoming House of Representatives when Speaker Pratt and Speaker pro tem Wood each claimed the right to preside. A violent fight occurred between the two leaders and was interrupted by members.
Senate convened at noon and began consideration of the conference report on the immigration bill. Charles S. Thomas was sworn in as Colorado senator, succeeding Hughes. Lafollette proposed a library drafting bureau bill. House actions included Osage lands investigation, tariff hearing, and Rockefeller Foundation incorporation approval. Adjournments set for noon Tuesday.
Washington reports that the Interstate Commerce Commission will investigate AT&T operations, rates, and practices. Attorney General Wickersham referred the telephone trust question to the ICC, ending department probes into alleged $11,000,000 anti-competitive practices by independent telephone firms. The inquiry aims to shape policy on regulation, government ownership, or Sherman Act enforcement. Lane, ICC chairman, said the commission will study the industry in response to the attorney general.
Norton Virginia January 20. C G Duffey and J F Arrington convicted under state law for assisting voters in ballot preparation while acting as election judges. Each fined 500 dollars and sentenced to six months in jail for offenses at a county election in November 1911.

Rechad Pasha and aides met with Sir Edward Grey seeking mediation to spare the empire the humiliation of ceding Adrianople initially. The pace of Balkan delineations and planned talks reflect growing Allied internal shifts.
Ten thousand girls from the 37 000 affected by the Saturday agreement between shirtwaist and dress manufacturers and their workers clash with pickets in New York. The protest follows a disputed terms dispute and involves organized labor action in the garment district.

Subscriptions to the Herald-Dispatch totaling 166.22 aided all leading candidates.

Washington January 20 The inaugural ball will not be held this year in line with President elect Wilsons wishes. President and Mrs. Taft will host an afternoon reception at the White House for delegates and ladies attending the first annual convention of the Chamber of Commerce of the United States. The session will discuss business to legislation relations as delegates from commercial bodies across the country begin meetings tomorrow.
Washington Jan 20 The supreme court held invalid the Mississippi railroad commission demurrage rules that imposed charges on railroads for delay of interstate or intrastate shipments. The decision rests on the rules lacking exemptions for unavoidable delays.

Columbus January 20. State Senator Edward T. Crawford of Carroll County was indicted on bribery charges and called for trial in the ongoing graft prosecutions that have felled several members of the last Ohio legislature.
