Bluefield records the lowest combined monthly bills for electricity gas and telephone in West Virginia, averaging 135.67 dollars, while Grafton shows the highest at 184.08. The statewide survey by the Public Service Commission’s Consumer Advocate Division credits Bluefield’s 1992 gas rate cut for the advantage and notes gas costs drive the gap across cities.
