West Virginia Democrats question Governor Arch A Moore Jr plans in a state of the state address. The governor urged highway funding a 42 million utility tax rebate a state malpractice insurer and public employee raises while lawmakers seek details on amounts and impact. Senate leaders urged fiscal solvency and continued highway work amid debt worries. House and Senate leaders differed over funding and possible bond sales.

State Tax Commissioner Richard L. Dailey said he will send the next quarterly breakdown to the state treasurer for about 1.7 million dollars in coal producing counties. The first under the 1975 law raises coal B&O tax by 10 percent with three quarters of new revenue returned to counties where coal is produced, covering July 1 to September 30, 1975. Dailey notes a delay and will send a memorandum to county officials explaining the holdup.

He warned that Soviet support for a Cuban expeditionary force attempting to seize Angola could spoil the prospects for relaxation of tension.
Charleston based Appalachian Power Co customers will see lower rates next month as the PSC approves monthly credits and an April refund. A .25 cent per kilowatt hour credit applies to usage after February 1, about 1.88 dollars monthly for 750 kwh. April refunds total 8.8 million dollars and carry 7 percent interest.

West Virginia Governor Arch A. Moore Jr. proposed an energy bill rebate funded by a 10 cent a ton coal severance tax increase and pressed for completing the Interstate system. He called for selling $100 million more in road bonds and sought $46 million in general revenue for highway operations plus $22.7 million from federal funds for bridges and school access roads. The State of the State address to the Legislature, delivered with a call for unity, also outlined a new state energy stabilization plan and a minimum wage increase to $5 040 for state workers.
The 1976 legislative session opens with 161 bills filed in Charleston West Virginia. Proposals seek to remove the 3 percent sales tax on groceries and cap rising utility and hospital costs. Bills would ban smoking in public places and modify rape law while maintaining grocery tax exemptions in most cases.

About 1,000 people were moved as lawmakers and staff waited while police investigated a bulging briefcase left in the lunchroom. No device was found and the building was locked during the search.
