Gov elect Barron called for a seven and a half month emergency public works plan funded by a temporary 1 percent sales tax hike on purchases over one dollar beginning January 15 1961. He urged Legislature to act quickly and pledged it ends August 31 restoring the two percent rate.
House Speaker Julius Singleton and other Democratic leaders voiced swift support for Gov elect Barrons proposed 3 percent sales tax hike on purchases from Jan 15 to Aug 31 to fund an emergency public works program. Senate leaders echoed the move as necessary to promptly raise funds and create jobs.
Charleston AP reports the legislature will receive a civil service bill from interim committees without a recommendation for passage. The measure would extend civil service protection, absorbing the current merit system, and is part of a broader fiscal reorganization plan including retirement and a revised Department of Finance and Administration structure. The committees also approved changes to West Virginia adoption law and discussed secrecy in adoption records and the Rosemary case.

A Roanoke couple led by Mrs. Earl Cash withdraw their eight and nine year olds from Oakland Elementary citing sloppy thinking and socialism in Roanoke public schools. They filed the withdrawal on Dec 5 and run their own home schooling setup portions of the day. Mrs. Cash, a Medical College of Virginia graduate pharmacist, teaches their nine year old Casey and eight year old Mary Beth at home while her husband runs the family drug store. They claim teachers are poorly trained and overburdened by administrative tasks.
