The Interstate Commerce Commission approved reduced freight rates on coal for Virginia Electric and Power Co. power plants, effective Friday. Rates drop 30 cents a net ton with a two million ton annual minimum from 1965 to 1968, plus further cuts for larger train-load shipments. VEPCO negotiated the rates to avoid alternative power sources, noting a mine-mouth operation at Mt. Storm, West Virginia.

Coal and oil fight heats up over residual imports
Joseph E. Moody of the National Coal Policy Conference argues that easing residual oil imports could decide whether coal or oil dominates growth in the Eastern Seaboard electric utilities market.
