Louis Bowers, 62, of Warrensburg, New York, was sentenced by Essex County Court Judge S. Peter Feldstein to two concurrent terms of 15 years to life under persistent felony offender law for driving while intoxicated and aggravated unlicensed operation. Convicted in November, he had 12 prior DWI convictions and was arrested after driving into a swamp in Minerva in August 1990. The usual felony drunk driving maximum is four years.

In October 1990 three Rich Creek families formed the Rich Creek Wildlife Reserve association to protect wildlife. Now a statewide nonprofit with about 100 members, RCWR supports land and wildlife protection, education, and enforcement against illegal dumping.
