Fires in Manila are attributed to native secret military groups with ten reported deaths. General Otis orders a renewed campaign as Pilipinos attempt a rush on American lines near Caloocan but are repelled by heavy musketry and artillery fire.
The February fire in Santa Cruiz and San Nicolas in Manila’s Tondo district was blamed on native secret societies. Insurgents fired on the city as rockets rose, while American guards battled rebels near Caloocan and the Chinese cemetery. The Monadnock fired ten inch shells, one American killed and ten wounded. Many homes burned and thousands made homeless as business stalled. Rebels captured with arms were pursued as fires spread across a one square mile area.
General Oisin reports a campaign with many incendiaries shot and some soldiers wounded. Property loss last night is estimated at about half a million dollars.
A snow slide at the Seven Thirty Mine in Silver Plume Colorado buried four miners, with two rescued alive and badly injured. The two unaccounted miners Ben Nelson and John Anderson are presumed dead. Rescued are Peter Olsen and David Fitzpatrick. The slide covered the mine and spilled over the Dundbergh. Miners were asleep in cabins when the slide hit.

Charleston February 23 The good roads measure allows counties to permanently improve main roads using asphalt brick stone granite block or macadam and contract with builders.
