A Newport News letter from a petty officer in Havana claims the Maine was torpedoed. He says the pilot and Captain Sigsbee argued over berthing, with the pilot allegedly knowing torpedo positions and misplacing the ship. Officials expect days before a definite cause is known.
Harare reports Captain Sigsbee and General Lee privately doubt an accident sank the Maine, while a U S state department official ridicules foreign claims France would aid Spain and warns against the South American Spain alliance idea. Officials say Cuba independence history and gratitude to the United States render such guarantees impossible.
Senor Du Bose says Captain Sobral’s services as naval attache in Washington were officially terminated by Spain about four weeks ago. Secretary Long has noted Sobral’s criticisms but the State Department sees no deep significance in the remarks and may not pursue the matter further.
Secretary Long has not decided which vessel will replace the Maine in Havana Harbor. The Montgomery, now at Key West under Commander G. H. Converse, is likely to be detailed for duty there as soon as the excitement subsides.
A hostile demonstration at Norfolk Virginia outside the Spanish Vice Consul Humphreys office was dispersed by police after about 11 PM. A crowd shouted anti Spanish slogans and attempted to tear down the consulate sign before officers arrived and now guard the entrance.

He cites a deficient bill and past borrowing from the irreducible school fund to cover expenses, yet notes the current administration closed its first year with $247,748.38 in the State fund.
