The Labor Department says January living costs rose four tenths of a percent, easing from December and November but keeping the annual rate at 7.2 percent. The CPI reached 131.8, with higher food and services costs, while wages’ buying power fell for the fourth straight month amid auto and defense industry cutbacks.
