Parents Charged After Children Found Chained
ST. LOUIS AP. A couple, Rayborn Tuttle and Edith Tuttle, were charged with child mistreatment after police found their two daughters, ages 4 and 6, chained in their apartment. The 4 year old was padlocked to her bed and the 6 year old chained to a couch. Mrs Tuttle said the chains were used only at night and when she left.
