Washington February 18 The basis of an agreement between President Roosevelt and Secretary Root Mayor Schmitz and San Francisco school board on the Japanese controversy was made public by Mayor Lechmitg It provides that all children of alien races under 16 who speak English may be admitted to white schools Special schools are to be established for children of alien birth who are deficient in English.
Washington witnesses at the Brownsville hearing testified the shooting began behind the commissary away from town and moved along the road into town as the call to arms sounded. The military affairs committee heard much conflicting testimony to be weighed by other witnesses. The case pitted a white soldier against a negro ex soldier on certain incidents.
Charleston West Virginia February 18 editor J O Abernathy of the Daily Gazette was struck and had a tooth knocked out while under arrest by the police chief and lieutenant as a witness. He was released on bond to appear in police court tomorrow. This marks the fifth assault on journalists in two weeks, with incidents in the house of delegates and the senate chamber.
