The House approved a bill boosting salaries and expense allowances for members of Congress and federal judges by 10,000 annually plus related raises for Supreme Court justices and other officials. Senate action pending.
New York authorities described millionaire Serge Rubinstein’s killing as a bungled kidnap for ransom. A pint sized driver, Herman Scholz, 50, named as possible mastermind, spoke of plans to kidnap Frank Costello but targeted Rubinstein instead. Scholz held on $25,000 bond as a material witness. Rubinstein was strangled January 27 at his Fifth Avenue home with tape.
A Baltimore fire on celebrated Baltimore Street collapses a fat wall trapping firemen. At least one firefighter dies and six are injured. nine alarms were sounded as ambulances rush to the scene. Reports indicate up to four others may be dead or trapped.
A pre dawn blaze at a two story wooden building in Tot su ka Yokohama devastates a Catholic old ladies home. Ninety five to one hundred inmates perish and about 40 are burned or hurt while fleeing. The home, run by the Franciscan Missionaries of Mary, housed elderly Japanese women and was near a Japanese army barracks. Fire officials say a stove may have started the fire as nuns and residents tried to escape upper floors.
Unidentified sub was sighted off Fort Pierce Florida by two Coast Guard men in a 40 foot boat. Navy planes and Coast Guard investigated but could not confirm the object as a submarine. Officials said it may not be American. Sub headed southeast after diving.
Paris February 16 Christian Pineau began selecting a ministerial slate after the Saas crisis to form the 21st postwar government. He aims for a cabinet that appeases political jealousies and avoids repeating past stumbling blocks.
The House Insular Affairs Committee approved a combined Hawaii Alaska statehood bill amid White House support hopes. The plan would grant Hawaii two House members and Alaska one, both with two senators, and place defense and boundary provisions in a single measure. House leaders foresee a tough path through the Rules Committee before a vote, citing national significance and partisan sensitivities.
Washington February 16 Housing Administrator Albert M Cole said he is pleased by the housing boom and plans no brakes though advisers are reviewing the market The latest figures show December new home starts at 1 473000 annual rate and January just over 1 400 000 continuing a record string with 1 396 000 set in 1954
A heavy fire hit East Lynn a rural village of under 300 residents, destroying nine buildings along the main street on West Virginia 37. The blaze scorched the post office Elizabeth Baptist Church and a grocery, with two beer gardens a gasoline station and several homes flattened. The town lies six miles southeast of Wayne and ten miles from the Kentucky line.
The Republican National Committee subcommittee selected San Francisco as the host city for the 1956 nominating convention with full committee ratification expected. Chicago and Philadelphia were contenders, with Frisco praised for hotels and past national events. TV coverage and a four day streamlined format were discussed.

Charleston February 16 1956 the Veterans Affairs Committee of the House approved a constitutional referendum to create a Korean War veteran bonus for the 1956 general election. The substitute resolutions and enabling bill, introduced by Dels Adams and Welch, require two thirds approval in both houses. The plan offers 10 a month for United States duty and 15 a month for overseas service from June 27 1950 to July 27 1953 with maximums of 300 for domestic service and 400 for overseas. Adams noted the added provision to the original measure.
Three Romanian anti-communists abandoned a siege of the Romanian legation in Bern under threat of force. They were taken to prison as Swiss authorities prepared to try them for the wounding of a legation driver. A fourth man was captured earlier. two others reportedly escaped. The trio faced possible extradition to Romania but Swiss officials indicated they would not be returned. Authorities noted the group had hoped to secure release of imprisoned resistance leaders.
Fire swept a Ravenswood business block destroying a combined garage and service station and badly damaging adjacent businesses. Preliminary damage ranges from 35 000 to 100 000 dollars. Fire officials investigate causes as flames spread through the commercial district.
