A telegraph report from Jubbulpoor details extreme famine in central India with overcrowded poorhouses, starvation signs, and a cholera outbreak. About 120,000 of 750,000 receive relief. expect 240,000 by May. Rural poorhouses in western Jubbulpoor burned, with 25 dead.
The annus test on coin weight and fineness opened at the Philadelphia Mint as required by statute. Commissioners named include Senator White, Rep Brewster, Rep Sparkman, A Snowden, W D Bynum, Albert Bolles, Francis Bartlett, Joseph W Richards, Gustav Endlich, Charles Chandler, Ira Remson, Cabel White, W C Little, BE Rosewater, with Comptroller Eckels also a member.
Mapnip Feb 10 Marshal C signals willingness to command in Cuba if insurgents accelerate submission. He approves reform spirit though questions pace and breadth. Generals Pando Echagne Canelles also back reforms. military papers say army supports reforms and Spain owes Cuba. Ejercito Espanol notes the Cuba Governor-General will obey the Government despite doubts.
Havana dispatches dispute Captain General Weyler’s claim of pacification in Pinar del Rio. Insurgent leaders command about 5,000 men across several districts, while smallpox rages in Havana with 317 deaths in January at Jaruco out of 862 total deaths.

Dr John B Gorrell who died yesterday in Indian Creek Parkersburg West Virginia confessed on his deathbed to murdering Alexander Campbell eight years earlier. He said he killed Campbell with a club after anger over a debt and then blew up the house to hide evidence.

John Quincy Adams Herring, longtime Adams Express Co. managing director, died suddenly of heart failure in the Holland House New York at age 72. Born in Baltimore May 15 1855 he joined the express service in 1854 and helped found a Pony Express during Gettysburg. Survived by a widow and two daughters. he had held key posts in Baltimore Philadelphia and the Adams system.
A west bound Santa Fe train was held up and robbed by two masked men near Nelson six miles east of Peach Springs. One robber was killed by the express messenger. the other escaped with a few registered packages. The dead robber is unidentified. Indian trailers and deputy sheriffs pursue the survivor as snow clears.
The metropolis cream of paper writers gathered at Delmonico's for the twenty fourth anniversary banquet with guests from Boston Philadelphia Pittsburg and Buffalo. The group reported 1200 distributed for relief and three deceased members buried while assets and real estate totaled over 130000 with five hundred members.

Irvin Nye dies in Jensey City while working at Royal American Enamel Works. Queen Victoria spends a day in seclusion on the fiftieth anniversary of her marriage. The U S electoral vote certificates are opened in Congress with McKinley and Hobart named president and vice president.
