Chicago community marks the thirty fifth anniversary of the Libby Prison tunnel escape as about thirty of the original 109 officers remain. The Libby Prison Tunnel Association re elected officers and will choose a site for next year’s reunion, with members from Illinois Milwaukee Pennsylvania Idaho Ohio and Indiana represented.
Firemen battled a half million dollar blaze destroying Walter Bull's bag factory on Moore and Whitehall streets. Hydrants were frozen and ice hindered access while 150 workers fled. Hartman's Saloon and Eastern Hotel burned, along with four other firms.
Chicago experiences unprecedented ice, with a solid ice bank from Evanston to South Chicago. Navigation is completely suspended as one tow boat remains stuck off Grosse Point, causing embarrassment to crews and passengers though the town sees no immediate peril.

Charleston February 9 Lester Ashby of Kanawha introduces a bill in the legislature to increase sheriff fees on delinquent land sales. The current law allows a seven percent commission if the sheriff promptly pays the sale proceeds into the county treasury.
Charleston reports the senate judiciary favors adverse action on the Bluefield court of limited jurisdiction bill. A special committee recommended a $6000 request for a fireproof state records building. Other measures include rules on stamp coupons in property sales and commissions in chancery, plus education contracts extension and various taxation, roads, and public building bills.
Measures proposed include revisions to distillery and brewery licenses and a provision authorizing school districts to establish public libraries. The bills also address taxation days and designate secular holidays and half days as legal holidays.

Private James Ellis of the North Carolina Volunteer Infantry was found guilty of murder by a general court martial in Macon Georgia and sentenced to dishonorable discharge forfeiture of pay and life imprisonment.
