Washington reports Secretary Kellogg proposed to Chinese factions that the international settlement at Shanghai be exempt from military operations. The plan, sent to Minister MacMurray for delivery in Peking, Hankow, preserves immunity for foreigners and property inside the settlement only, not beyond. Officials are unsure if the proposal will be accepted, as northern and southern powers fear instability in Shanghai.
New York AP report says Mayor Henry Wissel of Edgewater and the police chief, along with other officials, may face jail time for their roles in the ram runner Eker case. A jury convicted 13 others including Clifford Kinder and Eker owners. sentencing for Wissel and the top officials was postponed until next Friday.
Washington February five The New Mexico senator 65 suffered a heart attack during a routine barber visit. Admiral Cary Grayson attending physician said the case was serious but hoped for recovery as efforts including whiskey and restoratives were used before he was moved to emergency hospital.
New York February 5 pressure on squeezed Wheeling and Lake Erie stock eased in early trading with the common stock down about three points. After the close bidding pushed the premium to 3.50 a share for a hundred, while Wheeling preferred rose about three and a quarter points. Traders await next Monday's Wheeling board meeting likely to relieve the shorts.
Fred J. Stevens Jr. of Dixie Jewelry and Fred Patton, both in Louisville, were arrested and charged with robbing Herman Hamburger, a New York jewelry salesman, of a large quantity of diamonds in March.
A settlement among twenty-seven eastern railroads and the Brotherhood of Locomotive Firemen and Enginemen grants a sliding wage scale raising salaries by seven and a half percent. The deal, mediated by G Wallace W Hanger, covers February 1, 1927, to 1928 and affects major roads including New York Central, Pennsylvania, Reading, and others with 32 subsidiaries also included.
The body of 37 year old state highway patrolman Lory L Price was found in a field on the Marion Saint Louis road two miles south of Duquoin Illinois. He had been shot thirteen times and his wife remains missing. Price was last known to leave Shady Rest the fortified road house of Charles Birger before the place was dynamited and four men killed. Authorities suspect rivalry with the Shelton gang and say Price may have known too much.
President Coolidge urged Senate and House to back American participation in the Geneva economic conference called by the League of Nations. He said the delegates cannot bind their governments as spokesmen of official policy and asked for 15000 dollars to cover delegate expenses. the conference opens May 4.
Lisbon reports say Carmona's forces struggle to suppress the uprising that began in Oporto. Mutinous soldiers and supporters are entrenched in the city's center, with loyal troops unable to dominate the rebel position.
Adventurous American youths are urged to join the navy with the lure of seeing the world. The navy promotes itself as a leading motion picture distributor, boasting 1,200 eight reel programs in duplicate, 150 in triplicate, and about 5,000 reels of comedies and cartoons. New feature releases get two prints sent to large theaters, one from the east and one from the west, with films traveling ship to ship for three years before storage.
Miss Marion Meyers, a University of South Dakota co ed, attempted to rob the First National Bank in Vermilion South Dakota. Officials sought male accomplices while she claimed she acted alone. Evidence included a campus hat with her name and cut wires behind the bank. She faces preliminary hearing Monday on robbery attempt charges.
Mrs Sallie J Carr wife of Rev Daniel Hore Carr a venerable minister in this section died last midnight at her daughter Mrs LL Bratton’s home in New Hope after a long illness. Born in West Graham Tazewell County she lived much of her life here with periods in Tennessee. The couple married in 1860, separated by the Civil War then reunited and served together through years of hardship and faith.
In Muskogee Oklahoma on February 5 a grimy derrick rises from the ruins of Miss Alice Robertson's country home Sawokla. The gas well is hoped to pay her March 15 taxes though current output is around one million cubic feet daily. Drillers aim to deepen the well and reach productive sands to secure funds for her finances and debts.
Huntington WV Feb 5 Walter Hallanan state senator and former tax commissioner has given 25000 toward a religious education building for Morris Harvey College at Barboursville. The gift is unconditional and usable when trustees are ready. The Morris Harvey fund total reaches 285000 with earlier pledges from Bruce and Bilton McDonald and further $60000 pledged since. Hallanan attended Morris Harvey and grew up in Barboursville.
The Interior Department announced that the Altamont Coal Company of Evanston Wyoming will be awarded a lease to mine coal on 880 acres of public land in Wyoming unless an adverse claim is raised. The lease requires $45,000 initial investment in three years and a minimum production of 35,000 tons annually.
A Tampico dispatch reports the Vera Cruz district court granted two additional amparos against the new Mexican oil laws, bringing to four the blanket injunctions delaying application of the regulations. The Atlantic Italy and West Indies Oil Company and the Mexican Crade Oil Company are named. Other district courts continue to deny similar requests, keeping the situation largely unchanged while awaiting the Supreme Court ruling on constitutionality.
Federal Judge Louis Fitzhenry denied a new trial for Carl Karl and Bernie Shelton and sentenced them to 25 years for the mail robbery linked to the Birger feud. Charles Birger, held as a material witness, was moved to another city as efforts began to transfer the Sheltons to Leavenworth. The trio, along with Art Newman, were convicted of stealing 15000 dollars destined for a Collinsville bank.
In Toledo Ohio, the Old First Congregational church suffered a fatal gas explosion causing two deaths and serious injuries to a third. Coroner Chas Hensler said a gas leak likely filled the building with gas overnight and a match ignited it. Victims identified include Katherine Wilt and Clyde Wilt. Mary Fitzgerald hospitalized.
Police reported a fatal shooting in a barber shop where John Petrack, an alleged gangster, was riddled with bullets while in a chair and a hot towel on his face. The attack appeared to be part of Chicago gang warfare with assailants making their escape.

The Senate debate stretched hours as leaders urged quick action before farm relief votes and the McNary-Haugen issue. Senator Pittman proposed instructing the conference to limit the bill to one year and waived claims to wavelengths. The freighter Cape Cod was rammed by the steamer Michael Tracy in the East River near 92nd Street. The wooden 557 gross ton vessel sank within five minutes with 31 crewmen rescued and hospitalized for submersion and exposure. The Tracy’s bow ripped open Cape Cod’s bow and a boiler exploded as the ships sank.
New York reports Major H A Dargue commander of five planes leading the 18500 mile goodwill flight across Central and South America faces delays and gales. In Salina Cruz a seventy mile gale disrupted landings and near wrecks occurred on takeoff. Pilots’ skill kept planes airborne as they navigated perilous mountain routes toward Cigalpa amid diplomatic reverence and perilous road sections.
