A cablegram to the navy reports insurgents under General Mena defeated government troops at Acoyapa near Bluefields Nicaragua. About six thousand insurgents engaged, government losses were heavy. Captain Shipley of the gunboat Deg Moines relayed the update.

The regular grade of medical director with retire rank of captain will not reach retirement age until 1914 but may retire voluntarily before then. Dr. Rixey’s successor as surgeon general and chief of the bureau of medicine and surgery is to be Surgeon Charles I. Stokes, currently at the Navy Medical School Hospital. Stokes commanded the hospital ship Relief on its Atlantic fleet cruise from San Francisco to Manila two years ago.

Aldrich reported a bill to create a permanent commission for regulating government expenditures but failed to secure unanimous consent for immediate action. The Franklin Contracting Company will start work immediately on the Cedar Bluff tunnel and 3.25 miles of grading for the Norfolk and Western. G T Franklin, in the city last night, said completion should occur in a little over two years despite heavy construction. The 4700 foot tunnel will be about 900 feet longer than the Coaldale tunnel, which yielded about 75000 dollars in profit during its digging. A tunnel end fan is planned, with contract to be let after tunneling. About three quarters of a mile of grading on the Canebrake side will be let under a separate contract for the No 4 plant of New River and Vocahontas Consolidated Collieries, supervised by J R Rich.
D L Lambert, 29, died at the Bluefield Sanatorium at 1 30 this morning after seven weeks with rheumatic fever. He was assistant buyer for Elk Ridge Coal and Coke Company and had been in the field six years. Survived by mother, three brothers, two sisters. remains to Augusta Monday. interment Laurel Hill Tuesday. Brother J B Lambert of Princeton Virginian Supply Company was with him.

President Taft today transmitted three nominations to the senate for collectors of customs. Matthew B. MacFarland of Florida is named for the Tampa district, William R. Moseley of Mississippi for Pearl River, and B. Arnold of Virginia for Richmond.
