The Senate approved a 65.4 billion four year highway and mass transit aid bill by a 96 to 2 vote. The act sets up a clash with the House and Reagan over federal spending priorities, with tensions rooted in last year's standoff over a larger highway package and funding. States could lift speed limits to 65 mph on some rural interstate segments under the measure.
The Senate joined the House in overriding President Reagan's veto of the $20 billion clean water bill. The 86 to 14 Senate vote sent the measure into law, with 32 Republicans and 54 Democrats supporting the override. The bill reauthorizes and strengthens clean water protections, with $18 billion for state sewage and wastewater facilities through 1994, despite claims it is too costly.
Washington AP The House votes by voice to retain a 12,100 pay raise for members and rejects a Senate repeal. The raises auto took effect 30 days after Reagan sent them, with legal questions looming while the Senate moved to undo the raise and the House delayed until President's Day recess.
Governor Arch Moore threatens to veto any budget lacking substantial salary increases in higher education and a 10 percent raise for teachers. He reiterated support for education funding while noting the need to address unemployment debt financing with a half percent wage tax. The remarks followed lawmakers hinting at cuts and changes to school aid formulas.
