London reports associate justice David Brewer of the U S Supreme Court has been granted a seat on the bench of Britain's first appeal court. He arrived in Paris to attend the Venezuelan Arbitration Tribunal meeting, of which he is a member.

Henry Campbell Bannerman has been chosen Liberal leader in the House of Commons, succeeding Sir William Vernon Harcourt. The selection will be ratified Monday by Liberal members before Parliament convenes.

The house judiciary committee ruled that members who accepted army commissions must vacate their seats. Wheeler of Alabama Campbell of Illinois Colson of Kentucky and Robbins of Pennsylvania are named. Civil commission members are not considered to forfeit their seats.

In Parkersburg West Virginia on February 4 Emma Bowen a young woman from Sis tersville allegedly shot and killed Henry Deffibaugh a married man who had pursued her after his wife filed for divorce. Bowen surrendered to officers.
The Oxford University Union Debating Society voted 46 to 30 to oppose any formal alliance in America as injudicious and impracticable. The notice mentions related real estate listings and local business ads by E. W Maxwell and Wm. Hicks & Co. likely from London February 4.
