Conferees begin work on tonnage and gun limits for Britain France Italy Japan at the London Naval Conference. Delegates prepare for discussions at St James Palace with two proposed plans widening the scope of disarmament talks.
Charleston West Virginia February 3 pending a decision whether mail may be considered freight or merchandise the state road commission defers action on a suggestion by post office authorities that rural free delivery carriers be permitted to obtain licenses for their automobiles as passenger vehicles instead of trucks. Commission officials note that under the road law vehicles carrying freight or merchandise are classified as trucks and rural carriers cars would be included unless mail is defined as neither freight nor merchandise. If mail is not freight or merchandise the cars could be registered as passenger vehicles. The law requiring listing of all vehicles carrying freight or merchandise as trucks has been in force about two years though enforcement was light prior to transfer of authority to the state police. Classification of rural carrier autos as trucks was referred to the postal department and West Virginia Rural Mail Carriers association. After consultations with the road commission Governor Conley and postal officials agreed future classification would follow the post office definition of mail pending approval of the state attorney general. Approximately [a]utomobiles used on rural routes are involved and officials estimate truck licenses cost about one dollar more annually than passenger vehicle licenses.
William Howard Taft, resigning as chief justice due to ill health, has had his resignation accepted by President Hoover. The former president is due to arrive in Washington today after resting in Asheville, North Carolina.
William Howard Taft described as a pretty sick man departed Asheville with his wife and medical team for Washington aboard a train expected to arrive early tomorrow. Dr Francis Hagner said Taft had not improved since a brief period of early progress.
Johnny Mears, famed round the world traveler and New York producer, signed a contract with Herbert Faby of Detroit Aircraft to attempt another world flight next summer. The 19,400 mile journey will be solo in part with Brent Balcher, who piloted Admiral Byrd over the South Pole, as pilot.
President Hoover plans a trip to Long Key Florida for a week or more to fish aboard the Saunterer a house boat chartered for the journey. He will be accompanied by Mr Hoover and friends with only a stenographer and possibly Lawrence Richey remaining from the White House staff. The travel will be nonstop except for train operations and no speeches or public appearances are planned.

Colonel C E Robinson announced he would urge the Canadian government to investigate the Detroit river shooting of Arthur Laframboise of La Salle Ontario a British subject and alleged alien smuggler Laframboise said he was shot by two masked men on the Canadian side near Fighting Island after aiding a rum runner and escaping into the ice water authorities in Detroit denied any Border Patrol involvement and noted Laframboise has been sought for smuggling while speculating rival gangs may be involved

Alexander miners struck last Saturday and state police will inspect the mines with a small detachment tomorrow. The Glendale plant sits north of Moundsville with union representative Charles Gwinn speaking at mass meetings.
United States Deputy Marshal J. H. Absalom, of Charleston, held on $500 bond after arrest on Bluefield Princeton Road for driving while intoxicated and liquor possession. State police tied him to several wrecks and a later court decision on whether to proceed in state or federal court was pending.
West Virginia State Treasurer W. E Johnson announced a cash balance on February 1 of 19,094,931.75 dollars, up 13,090,000 from the prior month due to public utility tax payments. Of this, 12,222,310.89 sits in the state fund for counties and municipalities to be paid in March, while the state fund shows an overdraft of 1,189,165.29 and the sinking fund an overdraft of 15,946.65.
President Hoover names Charles Evans Hughes to be chief justice after Taft's resignation. The move follows Taft’s decision due to ill health and abrupt end to a forty year public career. Hughes accepts and Senate confirmation is expected quickly.

It reported taking on water after losing deck cargo, pumps holding, and requested help while the rescue steamer Willapa sped to assist. The Kirkpatrick's location was given as 47.26 N 124.45 W and the Willapa 46.29 N 124.45 W. The vessel had departed Zyv erett yesterday for San Francisco.
Governor Conley announced in Charleston that an additional $5,000,000 in state road bonds will be sold on February 11 as part of a $20,000,000 issue authorized by the 1929 legislature. Bonds bear 4 percent interest or a lower rate set by bidders, dated January 1 1930, and due in sums from $125,000 from 1933 to 1955. Total state bonded indebtedness rises to $70,567,400 with this issue.
