The draft charter limits the president to a single six year term, bars relatives from top posts, requires Senate two thirds approval for treaties, and demands congressional input on appointments. It also sets treaty rules on U.S. bases and endorses a nuclear weapons free Philippines policy at Clark and Subic.
New York sources say private arms dealers sought to ship 39 American fighter planes and large weaponry to Iran starting in 1983. Officials allowed the sales to continue to gain intelligence on Iran and access to Soviet tanks captured from Iraq. The Pentagon confirms awareness as early as December 1985.

The Swiss Foreign Ministry says American journalist Gerald F. Seib, Wall Street Journal Middle East correspondent, was seized outside his Tehran hotel after 10 days in Iran. A Swiss diplomat accompanying him was briefly detained then released, while Iran cited a false passport spy report without naming Seib.
Washington AP reports Census Bureau studies show rising numbers of 18-to-24 year olds living with parents or in dorms amid high living costs and delayed marriage. In 1985, 60 percent of men and 48 percent of women aged 18 to 24 lived at home or in dorms, up from 54 and 43 percent respectively.
