The United Nations Security Council holds its first world leaders summit pledging to lead peacekeeping and peacemaking efforts, signaling a potential turning point for a revitalized UN. Officials emphasize strengthened international cooperation amid global tensions.

The Senate approved sweeping measures to reregulate basic cable rates and service by a 73 to 18 vote, amid Bush veto risks. It would set national customer service standards and price caps for popular basic packages, with local governments allowed to apply rules where competition is lacking. Fourteen Republicans and four Democrats opposed final passage.
United Nations leaders meeting at the Security Council for the first time in 50 years urged a stronger peacekeeping role and supported further nuclear arms cuts. Boris Yeltsin claimed the Soviet Union seat while Li Peng faced protests over Tibet rights. Bush hinted at talks with Yeltsin on arms reductions at Camp David after the gathering.
Princeton The Mercer County Solid Waste Authority refused to sign the auditor's representation, backing the independent audit over projected landfill closure and post-closure costs. The dispute centers on an 80 cent per ton escrow vs a $7 per ton figure, risking a future PSC alert without justification.
Loretta Hill of Boissevain testified before the Virginia General Assembly as the House Courts of Justice Committee considered a stalking bill. She described being stalked and attacked by her ex-husband, who has broken into her home, spent 390 days in jail, and been released again in November amid ongoing threats. The bill would make stalking through threats and harassment a misdemeanor with repeat offenses becoming a felony, and mirrors a Senate-passed measure.
Bland County officials and residents traveled to Richmond for a House Conservation and Natural Resources hearing on a two year moratorium plan blocking new medical waste incinerators. Frank Chandler III said the board opposes placement in the county citing groundwater contamination risks and inadequate studies. CASED member Maryanne Davidson supplied information packets while CASED and county officials plan to attend a Senate hearing on February 10.
