President Wilson told a Chicago audience that the navy is inadequate in size but the United States has prepared for immediate war. He outlined plans to strengthen the army, navy, aviation, and munitions, stressing adherence to law and a mission of peace.
New York on January 31 reports that the White Star freighter Bovie arrived with wireless messages about two steamships recently lost at sea. One was the British tanker Alachee in government service. the other a British or unknown steamer whose crew was rescued by the steamer Finland. A second incident near Matewan West Virginia notes a youth killed after being struck by a train at Hatfield tunnel bridge.
Unofficial fire department reports say Sir Clements Markham former president of the Royal Geographical Society died after a fatal burn sustained at his suburban London home. He suffered severe burns on his back and hands and died soon after the incident.
London reports a night raid by six to seven Zeppelins over eastern northern and midland counties. Bombs were dropped but so far no substantial damage is reported according to the war office announcement.

He rejected claims the drive for preparedness comes from war profits, saying it arises from disinterested citizens and stressing government production to control prices. Tumulty also denied a report that he supported barring Americans from belligerent ships.
El Paso January 31 report says a Mexican Central train from Juarez was attacked near Laguna north of Chihuahua city by bandits. General Tomas Ornelas, once Villa’s Juarez commandant who fled to the U S, was reported killed in the attack. other fatalities not confirmed.

National officers won a victory by defeating a resolution to exclude national guardsmen and state constabulary from the United Mine Workers of America. A subsequent resolution urged AFL and state federations to seek legislation to bar military force from strikebreaking while minor constitutional changes were adopted. The British war office reports six to seven aircraft participated in the latest Zeppelin raid on eastern and midland England. Paris was spared major damage in a second raid within two days, with twenty four killed and twenty seven injured previously.
The Pennsylvania Railroad releases a state ment showing 1915 east line operating income up 12.77 million and west line up 0.46 million from 1914. East total operating revenue 252.81 million with expenses 193.85 million, while west total revenue 120.67 million with expenses 91.80 million.
Overseas News Agency reports that from September to December 1915 enemy artillery and air bombs killed 89 men 131 women and 75 children in Belgium and occupied French departments. It also wounded 182 men 200 women and 108 children, all Belgian or French nationals.
