Loophole could save Virginians on car taxes
Virginia locals have collected high vehicle taxes by using the NADA book to set values. State law allows adjustments for mileage and condition, enabling lower assessed values. Gov elect Gilmore proposes eliminating personal property tax on the first 20,000 of vehicle value. Some localities publicize the loophole, others ignore it, with debate over fair assessments and costs.
