Kaine to propose 60 cent cigarette tax hike in budget plan
Gov. Timothy M. Kaine will seek doubling Virginia’s cigarette tax from 30 to 60 cents per pack as part of a revised budget that trims up to 1,500 state jobs and projects a nearly $3 billion shortfall through June 2010. Legislators said about $400 million would be cut from health care and K-12 education, with nearly $500 million drawn from the rainy day fund, in a plan that also assumes roughly $300 million in new revenues.
