State agencies plan at least a 22 percent rise in telephone charges next year due to AT&T breakup. The current bill tops $15 million as annual growth runs about 7 percent, with agencies asking for funds in the 1884-85 budget to offset the increase. Margolin notes uncertainty amid reorganizations and says a rise is anticipated. Norfolk ships sail in with 1,700 sailors after seven months off Beirut supporting the 24th Marine Amphibious Unit.
