Charleston Mercer County businessman David H. Shields, a 25 year veteran appraiser and Bluefield firm owner, was chosen chair of the West Virginia Real Estate Appraiser Licensing and Certification Board. He will take office January 1, having served on the board since 1995 and holding CRB and GAA designations.
