Reagan expands CIA powers under new guidelines
The administration issued a set of changes to Carter era rules, granting the CIA broader ability to collect foreign intelligence inside the United States if not targeting domestic residents. It allows covert actions domestically not intended to influence U.S. politics or media. It permits surveillance of U.S. citizens abroad in counterintelligence and significant foreign intelligence probes, with Carter restricting such surveillance to U.S. citizens and corporations suspected of ties to a foreign power. It also permits infiltrating U.S. organizations for lawful purposes under attorney general approved procedures, whereas Carter limited domestic CIA activity to publicly described measures.
