Conflict of Interest Bill Resurrected in Virginia
Virginia lawmakers prepare to revive a 1982 conflict of interest bill after a Senate panel recommended reintroducing a measure that would require detailed disclosure of legislators finances and stronger review. The bill, previously lamed by a House committee, aims to curb self dealing amid campaign scrutiny centered on Sen Nathan Miller.

Higher Electric Rates Eyed in Southwest Virginia
Ap palachian Power Co says negotiations failed to yield an agreement with the Virginia Municipal League and the Virginia Association of Counties. A 38 percent rate hike for city county and school customers in a 31 county area will take effect Jan 1, raising about 4.3 million in new revenue. Wholesale customers in towns such as Salem and Radford are excluded, their rates rising 19 percent earlier in the year. The increase funds rising business costs including a $638 million West Virginia generating plant. The State Corporation Commission had approved a 6.6 percent residential increase in October, boosting revenue by 20.5 million annually.
