The sixty fifth congress reconvenes for a long second session with war prosecution as the principal focus. Opening exercises were brief as committees prepare to notify President Wilson and set daily hours. A joint session will hear the president's address on war policy.
Demand for war savings stamps far exceeded supply in many cities as the government launches a campaign to raise 2 billion dollars before year end. Treasury reports show post offices besieged by thousands of buyers who queued for stamps, with banks and other dealers scrambling to obtain stock.

German headquarters bulletin reports that an armistice is already in operation in sections of the Russian German front. The notice was transmitted via Amsterdam to London and published today.
