LSU finds levee steel shallower than design at 17th Street Canal
New Orleans engineers reported that steel reinforcements in the 17th Street Canal levee only reach 10 feet below sea level instead of the designed 17.5 feet, matching LSU findings. Corps plans to sample the remaining wall edges to confirm results while noting design and construction flaws at both 17th Street and London Avenue canals.

Justices rule doctors must not sue lawyers in malpractice case
The West Virginia Supreme Court unanimously ruled that Cabell County doctor Carolyn Clark cannot sue lawyers who advised her former patient Amy Dempsey in a 1999 medical malpractice suit. The court upheld the litigation privilege, saying it protects lawyers from Clark's claims and prevents conflicts with client advocacy. Dempsey and her husband sued Clark in 1999 for missing cancer signs. Amy Dempsey died in 2000.

Virginia tightens executions amid reforms and backlogs
Virginia officials say 1995 and 1996 reforms cut death row backlogs and sped appeals. Virginia’s death row peaked at 58, with five executions last year and a recent rise to fourteen in 1999 before slowing again. Advocates cite faster processing, parole abolition in 1994, and DNA exonerations as factors altering jury behavior and public support.
