Defense Secretary Caspar Weinberger said the United States must act quickly to close the vulnerability window and yet could reach agreement with budget-cutters on defense spending. He spoke before meetings with Stockman and Meese on fiscal 1983 and 1984 budgets and indicated defense spending might rise less than 7 percent annually to balance the budget by 1984.

The Cardinal remains under review, while the Blue Ridge from Washington to Martinsburg will be cut on weekends.
