Washington reports the Fed's 1948 consumer finances survey showing about 13.5 million families dissavers in 1947, spending more than their income while savings averaged nine percent of income. Most dissavers bought autos, furniture, radios or appliances, with installment buying noted as important but not primary.
Mrs. Oksana Kosenkina, linked to an international dispute after leaping from a consulate window, is in Roosevelt Hospital in critical condition. She was placed in an oxygen tent and later given a blood transfusion. doctors report labored respiration and a fever of 103.4. The custody dispute between Russian officials and American authorities continues.
New York August 18 105000 fans paid respects as Babe Ruth lay in state at Yankee Stadium before moving to St Patrick Cathedral for funeral services. Governor Dewey and baseball figures attended with Cardinal Spellman leading the service. Ruth’s 60 home runs in one season stand as a lasting record and tribute.
Washington reports the first draft call will issue next week for 15 000 men to be in uniform by November with a second 15 000 for December. This marks the first quotas under peacetime selective service. Inductions will prioritize ages 25, 24, 23, and down, with volunteers in navy marine and air force deemed sufficient so far. The Army aims to raise from 600 000 to 790 000 by mid 1949, expects 30 000 monthly calls after 1949 begun, and schedules registration August 30 through September 18 for ages 13 to 25, but only 19 25 face the draft. 1 A prospects require about 20 000. Charleston W V August 18 Based on high birth rates and overcrowding in lower grades secondary enrollment will rise stateschool superintendent W W Trent announced 128111 students attended junior and senior high last year up 4430 in two years though 12000 below prewar 1940 41 peak War service and youth jobs cut 17000 then enrollment has grown by 5000 since Ninety three secondary schools serve white students and 43 serve Negro students there are 371 secondary schools including 328 white 43 Negro and 93 junior high and 16 private or parochial schools
Logan West Virginia August 18 six men charged with owning or operating an alleged bookie establishment over a Logan restaurant were ordered to appear before Magistrate Leslie Avis on August 30. Eighteen other men were fined ten dollars each and costs after a state police raid last night.
Ceylon’s bid for United Nations admission was blocked by a Soviet veto No. 27 in the Security Council. Ceylon thus joined Eire Trans-Jordan Portugal Italy Finland and Austria as nations kept out by Russian vetoes. Chinese delegate Tsiang called the move arbitrary and a great blow to Far Eastern aspirations. Deputy Foreign Minister Malik said Russia acted in accordance with the UN charter and rejected China’s protest as unjustified.

Howe Walters, 22, of Radford Virginia, drowned when the boat he and Howard Shelley were in capsized on the New River near the Vis cose bridge. Shelley swam to shore after Walters jumped overboard unable to swim, as rescuers conducted intensive grappling operations to recover the body.
Western diplomats and the Soviet Union appeared to reach a general agreement on a four power top level conference to address Germany. U S Ambassador Walter Bedell Smith French Ambassador Yves Chataigneau and British representative Fran Roberts were to meet the Russians again likely Friday marking the seventh Kremlin session since July 31. Progress cited but technical hurdles remain over a separate western German government while Berlin and postwar borders still pose questions.
Former world champion miler Glenn Cunningham denounced a Kinsley tavern operator in Great Bend as a prohibitionist caravan called the temperance tornado toured Kansas to press repeal opponents ahead of November's statewide vote on the 67 year liquor ban. Cunningham complained after a glass of beer was brought to him during a talk. He said he had never felt so insulted and attacked the tavern owner for not serving the beer himself.
Chief Justice Fred M. Vinson told 450 West Virginia judges and lawyers at the Greenbrier that the world faces a danger where a small spark could trigger a great conflagration. He cautioned not to minimize problems yet expressed faith in the power of right and the American people to ride out the current storm during the 62nd annual West Virginia Bar association convention.

Huntington dispatch reports the state building trades council urging smaller communities to organize apprenticeship programs to secure skilled craftsmen. Director William F. Patterson notes larger cities have programs, while smaller towns lag. Overall the number of building trades apprentices rose from 717 on July 1, 1947 to 986 on July 1 this year.
In Belgrade on August 18 the communist bloc claimed exclusive control of the Danube with a sign reading Danube for the Danubians as western powers refused to recognize the pact. The United States voted no on the final vote while France and Britain exited the room. The U.S. state department condemned Russia’s aim to enslave Danubian peoples and said it will not recognize any Danube commission under American control in Austria and Germany. Western powers plan to seek The Hague World Court ruling on the pact. The conference ended after 20 days of debate over guarantees for open river navigation and the bloc maintained its majority against western revisions to Vishinsky’s draft.
The House Un American Activities Committee will question three former federal workers who knew Alger Hiss and Whittaker Chambers in the 1930s. Hearings, to be held Friday and Saturday in Washington, will be behind closed doors. Hiss denies ties to communism and says he did not know Chambers, while Chambers testifies he was a Communist in the underground from 1924 to 1937.
The West Virginia public service commission paused a decision on Tri-City Traction of Bluefield seeking higher bus fares. A seven cent cash fare with 25 cent four-ticket option was proposed. Princeton protested over service conditions. Company secretary W D Snuff cited wage increases and declining net income since 1946 as factors behind the request.
