New Orleans reports the first Gulf Coast yellow fever case with quarantine and guard measures at Mississippi City. The illness sparks concern over aid and the impact on commerce as officials classify infection sources and monitor down river areas.
Wherling West Virginia August 16 Benjamin Greenburg returned from South Africa where he served in the Boer War and learned his wife had wed Reuben Martin. He said he was to blame and planned to take his youngest son to New York and then to South Africa to start anew and forget his wife.
A large explosion at the Judson Powder Works on Fleming Point near Oakland Valley spread flames through the facility. Many girls employed there are feared dead as firefighters battle the inferno and smoke rises over West Berkeley and Point Richmond.

Col John P Cameron hosts a Graham area shooting event with clubs from Bluefield Graham Powhatan and Eckman. Four events award five prizes each and include loaded shells cigars and subscriptions Recreation one year. Winners include W W Wood Felix O Keefe J W Chambers and N H Franklin among others.
The Jean Blackshire murder trial opened in Grantsville with sensational testimony. Lewis Hendricks claimed Mrs. Blackshire hired him and McCroskey to kill Henry Blackshire, offering $1000 and later $500 to dispose of the body after poisoning. They admitted entering the home and killing him when he lay unconscious as Mrs. Blackshire directed.
Toronto dispatch quotes Professor Goldwin Smith stating Japan has no claim to monetary indemnity after the war. He favors peace talks at Portsmouth and credits Roosevelt for urging plenipotentiaries to meet. He notes Japan could claim territorial compensation but not money indemnity and compares Russia, Germany, and France in the postwar context.
Roanoke Va Aug 16 Adolphoe W Phillips was found dead in bie by his wife in a domestic tragedy. Police investigated the scene and reported no immediate foul play.
Dispatches from China show Shanghai is the only place with a serious aspect to the boycott against Awedian goats. At Canton the movement has some headway, but elsewhere it has not been successful. The State Department was advised by Minister Rockhill and consuls to monitor progress. one dispatch was sent to the president at Oyster Bay. A separate notice invites attendance at The Great Texas Bill Wild Wert Snowe exhibit on August 23 with a grand parade at 1 p.m.

The Jamestown Exposition Company directors propose Henry St. George Tucker, dean of the George Washington University Law School, for the presidency to succeed the late Geo Fitsburgh Lee. Stockholders will ratify the action at Friday’s meeting. Tucker is the son of ex Congressman John Randolph Tucker and previously taught at Washington and Lee University before joining Columbia’s law faculty.
L T Atkinson is reported improving at his Bluefield home after a few days of illness. M G W Atko sop of Bluefield says his father’s condition has improved and he hopes to return to Bluefield soon.
In Parkersburg West Virginia on August 16 the Virginia National Guard encampment began at 5 10 in the morning. Troops camped Monday night but discipline started Tuesday morning as heavy rain left the field muddy. Rifle range prizes were contested yesterday morning and air work continues throughout the encampment with officers entertained at the Country Club last night.

Japanese plenipotentiaries seek treaty parchment while demands over Sakhalin and the Chinese Eastern Railroad threaten a breakthrough or an impassable obstacle. Russia fears Japanese expansion may threaten Amur region and Pacific access.
The ministerial council decides to allow certain classes of Jews to run for the proposed national assembly. Pressure from wealthy Jews in America helps push reforms for their co-religionists. The assembly will relate to the state council much like the U.S. House to Senate.
Rocky Mount Va Aug 16 John Clingenport the alleged killer of Will Holley at Dillons Mill yesterday was captured and jailed here. Holley’s wife says the victim had about $400 in his pocket shortly before the tragedy, but no money was found on the person. No witnesses to the murder.
Judge Thomas Cartin, a distinguished Bristol lawyer, died at 11 o'clock Tuesday night of locomotor ataxia. He is survived by his widow and two children. Born in Richmond, Virginia, fifty three years ago, his father was related to former Governor Cartin of Pennsylvania. His mother, a native of Cork County Ireland, was a cousin of James McCarthy, the Irish editor and parliamentarian. For many years Judge Cartin led a prominent Bristol law firm.
