Omaha, Aug 11 Senator Edward R. Burke predicts 1940 will bring a new liberal party led by President Roosevelt as conservative Democrats and Republicans unite after conventions. He says the president would head the group formed by sincere believers in government action.

Charleston W Va August 11 two of seven federal prisoners who escaped from a bus near Thornburg Va July 26 were recaptured while attempting to sell a stolen tire. John B Gibson 22 Coe Va and Raymond Walker 20 Richmondale Ohio identified as fugitives were seized after Gibson tried to sell the car in Charleston. The pair said two companions remained at large while the others had already been recaptured in Tennessee and Illinois.
Roosevelt says amendments to the social security act represent a tremendous step forward and eyes further expansion. He notes unemployment benefits could extend to workers in all occupations as he contemplates a possible special session if war becomes certain.
Reports say Spirit Lake Idaho faced a fierce blaze with a 900 resident village near 45 miles northeast of Spokane possibly saved or doomed. Fire described as wind driven from Mount Spokane roared in with hurricane force, threatening mills and La Barge Box factory as guards observed shifting flames.

Coal output in the Pocahontas district for the week ending August 5 set a three year high at 595,375 tons. Norfolk and Western loaded 28,583 cars in all fields, fifteen more than the prior peak in October. The Pocahontas district shows a steady rise since Appalachian suspension ended mid year.
White Sulphur Springs W Va Aug 11 representatives of the Harlan county coal operators association United Mine Workers and the federal government left the Greenbrier hotel after a day of informal talks. Governor Chandler and Lieutenant Governor Keen Johnson said the talks would continue to consolidate joint efforts to insure peace for about 70000 people in Harlan county. The session reviewed the July 12 clash between national guardsmen and miners in which two men were killed and five wounded and noted pending anti labor conspiracy cases.
In Charleston West Virginia the board of education postponed action on a teacher pension plan for about 30 days while drafting regulations. Secretary David Kirby said pensions granted would be retroactive to July 11 when the 1939 legislature act became operative. Forty one pension applications, limited to $45 a month for teachers 62 or older, were on file.
Federal grand jury in Chicago charges M L Annenberg with wilfully evading income taxes totaling 3.27 million dollars over 1932 to 1936 plus 2.29 million in penalties. His son Walter and officers of Cecelia company named as aiding defendants. civil suit potential follows.
A. Harry West was unanimously chosen as commander of Bluefield Post No. 9 with a slate of officers including John W. Cahill and Ralph A. Miller. Delegates to the department convention, entertainment visits, and member drive awards were announced, along with plans to assist Bramwell unit and host next year’s events. New York August 11. Irving Charles Chapman known as the little Texas bad man with blue eyes and a tie ranks number one on the FBI list of ten most sought missing men. The roster also notes Louis Buchalter as fourth and says the fugitives are believed protected by a national syndicate. Chapman’s criminal record includes 85 years in prison from 1931 onward, with a 60 year bank robbery sentence in 1936 and 25 years for a Red River county Texas case. he is described as stocky, about seven inches tall with knife scars near the eyes.
Eleven service members die in twin crashes, one at Langley Field Virginia during a routine takeoff and another during naval gunnery exercises off California. A non damaging tropical storm moved inland along the Florida east coast near Jupiter inlet, bringing wind up to 50 mph and heavy squalls. No casualties or major property damage were reported, and officials warned residents from Palm Beach to Daytona Beach to take precautions.
