Hughes explained that approximately $8 million reserved for Mercer county schools from the better school buildings amendment fund in Charleston has been earmarked by the state Board of education to be spent for correction of health and safety needs. If the Bond Issue fails and the school Board Calls for the Money from Charleston for improvement of local school buildings Hughes pointed out it cannot be spent for construction of one or two buildings but must be used to improve problems in the health and safety Fields in the county school system before construction projects can be undertaken.
