Washington officials study a neutrality act amendment to allow American shipping to British dominions and other outlying parts of the empire during war. The proposal would exempt American carriers to belligerent colonies, while preventing access to European belligerents, and is under discussion by Pittman and State Department officials.
At a New York dinner of the American Guild for German Cultural Freedom Igkes asserts Germans sheltering in the United States are welcome. He notes about 400 German scientists artists and writers have come to the U S in six years and says their minds and spirits would enrich any nation.
Mediator Steelman reported no progress in resolving the coal deadlock over closed shop or penalty clause terms. Talks involved 38,000 miners in the Appalachians and 3,000 mines across eight states, with union leader Lewis resisting operator plans to protect against rival unions. The 15 day notice looms as Lewis warns of a May 4 soft coal shutdown if no agreement is reached.
Philadelphia April 26 A middle aged Italian immigrant now in New York jail is hailed as a ring leader in a poison murder plot that spanned at least four eastern states. Detectives exhumed bodies traced poison and arrested three women and two men for murder. Caesar Valenti 55 of New York labeled director of the scheme faces trial after deportation potential.
Kansas City April 26 delegates from three Methodist factions opened a union gathering urging Christian revival and world peace. The president called for unity amid differences, stressing freedom of conscience as essential to American heritage and the need for religion’s spiritual power to solve global problems.
Rep. Taber denounces Roosevelt relief agency overhaul as destructive and demoralizing and seeks House disapproval. New York April 26 Marion Talley a former child soprano cried in court as she testified in her petition for custody of the daughter she left as a newborn to pursue a movie career nearly four years ago. Elaine Barrie and Barrymore will divorce after two and a half years of marriage. The actor described Elaine as a very intelligent and fine actress, but the couple have decided to part due to incompatibility. Elaine was not immediately reachable for comment.
Claude Smith of the AFL sues the Carter Coal Company over a lockout and alleged unfair labor practices amid an incomplete bargaining dispute with the United Mine Workers of America. The PMWA accuses Carter of shutdowns affecting about 2,800 workers across Olga No 1 No 2 No 5 No 6 mines in McDowell County.
In New York City a sandwich man challenged city regulations labeling him an unworthy sight. Supreme Court Justice P J McCook blocked enforcement, ruling the police rule unconstitutional and unreasonable in a suit filed April 26.
Norwalk April 26 Hastings 33 year old unemployed man on trial for speeding his car into Carl Schlett last January, killing him. Hastings denies picking up Mrs Schlett and says he had intimate relations with her for a year and a half. He admits alibis and disputes divorce talk and money requests, noting a snowstorm and glass traces linking to his vehicle.
Woodring announces a plan to prune U S Army personnel by removing older and unfit officers and enlisted men. Roosevelt signs a 549 million war department appropriation, and the army orders 571 warplanes for over 50 million dollars as part of a push to strengthen air power.
Parkersburg, April 26. A 15 year old red haired boy Lester Harmon smiles despite having an incurable blood disease. Doctors report he will likely die within weeks as X ray treatments attempt to reduce white blood cells. He remains under care at Joseph's hospital with his family and siblings nearby.

Aimed at deterring general domination, the plan includes reinforced anti aircraft defenses, a 24 hour manning of anti-aircraft guns, and a forthcoming conscription bill, with critics predicting a 200000 man force.
