Washington AP Senate approves a bill requiring rear seat lap and shoulder belts and allowing consumer comparisons of auto crashworthiness. The plan, moving to the House, follows a year with 45,600 highway deaths, a 4 percent rise, and mandates rear belts on half of 1989 cars and all 1990 models.
Accu Weather expects a mostly overcast day with morning rain and drizzle. Cooler temperatures top at 58 degrees while tonight's low dips to 44 with partial clearing.

Families from three Mercer County towns were evacuated as the Bluestone River rose Friday night. Princeton High School, Matoaka Junior High, and Oakvale Fire Department opened as evacuation centers. Morgantown AP. Lawyers dentists and doctors are the slowest to repay student loans and the toughest to collect from when legal action is taken says state official Bradley Russell. Of 12 000 active WVU loans 900 are delinquent with 37 in legal action. Attorneys hold 29 percent of the 37 loans in the hard core category, dentists 27 percent and medical doctors 18 percent.
The dollar fell to 139.50 yen in Tokyo, triggering a market rout as long term Treasuries declined and rates rose. Six month Treasury bills jumped to 6 percent while gold and silver advanced, signaling fears of inflation and recession amid the currency slump.
