Disturbing AIDS Trends in West Virginia District 1

In District 1 including Mercer Summers Wyoming and Raleigh counties the AIDS virus shows faster spread than the state and nation. 398 AIDS cases have been reported in West Virginia with an estimated 2 000 statewide positive tests. In Mercer County 3 of 93 tested in the first quarter were positive.

AIDS and HIV rise among blacks and in other groups

A district health official notes AIDS and HIV infections appear higher among blacks and linked to heterosexual activity and intravenous drug use. He cautions not to ignore the issue despite modest case numbers, citing four times higher teen infection rates locally and rising testing, with most positives in adults 20 to 40, largely among homosexuals or those who are brave.

Mercer County Leash Law Faces Public Vote At Hearing

Mercer County weighs a countywide leash law amid strong public opinion. A hearing is set for 7 30 p m Friday at the Mercer County Courthouse to decide whether to proceed to a second reading on May 9. The measure would ban dogs from running at large in unincorporated areas and impose up to a $100 fine with humane officers authorized to seize and impound violators.

Mercer County School Levy Rates Set For 1994-95

Mercer County Board of Education approved the new levy for fiscal year 1994-95 at a meeting in Princeton. The rollback reduces funding to 11,038,819 dollars, down 250,000, with two percent of projected property tax revenues instead of total revenues adding 8,089 dollars to schools. The rates are Class I 46.60 mils, Class II 93.2 mils, and Class III IV 186.4 mils, measured in mils for each hundred dollars of assessed value.

Fee hikes at Bluefield State and Concord College take effect next year

Bluefield State College and Concord College in Athens vote to raise fees not covered by the Legislature. Bluefield residents pay 12 more dollars to 928 and out-of-state 148 more to 2249. Concord residents 48 more to 1016 and out-of-state 150 more to 2203. The State College System aims to fund a pay raise for staff and faculty while addressing the gap between actual instruction cost and tuition, with financial aid to soften the impact for students already in financial difficulty.
