Roy Harris, who confessed to aiding in the June killing of New York sportsman Joseph B. Elwell, faced a first degree murder charge in Buffalo tonight. The charge was later withdrawn as a telegram error. former Governor Whitman planned to question Harris in Buffalo with Captain Carey to determine next steps.
President Harding faces two distinct plans for ending the railroads labor fight. One, from Davies for regional carrier labor conferences, and the other from Jewell for a general conference. Regional boards are proposed in four ICC groups to refer unresolved disputes to the Chicago labor board if needed. Harding also discussed the situation with L. E. Sheppard who advised against broad wage cuts.
Charleston April 9. The lower house amended a state game and fish supervision bill and adjourned to Monday. The measure creates a governor appointed three member commission with $500 expenses and a $4,000 chief protector. It requires a state hunting and fishing license and bars un naturalized foreigners.

West Virginia University crushed Fairmont State 21 to 2 in Morgantown. Heavy hitting and strong pitching by Woods led WVU as many substitutes saw action for the Mountaineers.

Riga Latvia April 9 A new international army planned as the core of a large force to enforce the Third International is forming in Russia replacing the old Red Army. It already numbers over 100000 communists who helped at Kronstadt and includes some German Spartacists training for future tasks. No immediate offensive is planned as the Soviet focuses on suppressing dissent. Paris Horizon blue coats and red trousers replaced during the war may yield to a greenish gray field uniform in the future.
Chairman Good of the house appropriations committee plans to introduce a budget bill Monday when Congress convenes. The measure mirrors the last congress draft vetoed by former President Wilson but adds a budget bureau with a president appointing director and assistant. The bill would grant Congress power to remove the comptroller of the currency, a point Wilson contested. Harding supported a budget system. the bill aims for early enactment near the top of the calendar.
Doddridge county grand jury returned indictments against J. E. Graham former county court president and commissioners S. P. Ash and Emmit McConnell charging misappropriation of county funds. They face trial in Doddridge county circuit court next week.
Washington April 9 Walter S. Pogue of Wytheville Virginia was appointed solicitor to the comptroller of the currency in a formal government announcement.
The Central Pocahontas Coal Company installs a dry coal cleaning machine at Welch using air flotation to separate coal by weight. Demonstrations show operation on half inch to two inch sizes, with capability to remove impurity regardless of dirt percentage. The device features an air chest, perforated deck, adjustable air and speed controls, and discharge gates for product separation.
